CKEditor supports many different languages. The buttons and text direction can change according to the language that is selected.
Try it out below. Click "Multi-language interface" and then select Arabic.

It would be great to update CKEditor in this way whenever someone is editing an article in another locale. For example, editing a Spanish article should use the Spanish CKEditor.
