When a user submits a review, we should have a client-side check that blocks the user from submitting any rating with a body in all caps that's over ten characters long. All-caps reviews are super annoying and are rarely helpful.

Heh.  If it's a problem, they'll be reported.  Otherwise this is unnecessary code.
