Bug #778810 introduce the feature to hide the overlaying scrollbars if they are unactive, but scroll bar of a scrollable div is always hidden. See UI Test -> scroll bar (first box)

Also for the second box (RTL content) the position of the scroll bar is incorrect.

Further investigation:

0. Scroll bar is only hidden on Otoro, not SGS2. Could be just an CSS issue?
1. The list of tests in UI tests is also a scrolling div, but the scroll bar is visible.

Works for me now. The RTL sidebar is still missing (too much on the right side but I believe this is not a basecamp blocker).
