780913 - Enable /contribute to be tested in a development environment

Code for /contribute is in multiple branches and needs to be massaged and organized in one place to enable testing.

This will be a good case study of the feature testing issues we have on mozilla.org and can be used to inform improvements.

I'll open bugs to get the /b/ redirects set up.
