Steps to reproduce:
Set plugins.click_to_play to true, visit Youtube.
Actual results:
Flash video player is still loading. Some sites are blocked properly but most are not.
Expected results:
I should have to click on the flash to allow it to play.

I think we need a bit more information on this one. Jim - do you have links to specific videos where click-to-play isn't working? One thing that might be going on is YouTube uses the html5 video tag for some of their videos, meaning the flash plugin isn't used and thus the video automatically plays on those pages.

I checked for the HTML5 issue before reporting since I have had that happen in Opera before.
For me it happens on all Youtube videos and on half of the other Flash videos I encounter. I also notice that Youtube videos continue to play after the tab is closed now.

That is a completely different problem.

This Url loads right away, the Flashblock extension is able to block it, and also makes click to play work. But if you disable flashblock it just loads right away.

Based on your build id, it looks like you're using a Nightly from about a week ago, which is when a similar bug popped up and then was fixed - if you update to the latest version, do you get the same behavior?

Another idea - try disabling add-ons. There was another bug that involved certain types of add-ons causing plugins to be activated prematurely.

That was because I submitted the bug a week ago, it got fixed a few days ago. So all is good now.
