781779 - TOC disappearing sometimes when editing translated pages

FredB started to translated this page today:
https://developer.mozilla.org/fr/docs/CSS/Image-rendering

After the 2nd edit (or the first one), the TOC disappeared.

As there is no way to activate/deactivate manually a TOC on a translated page (another bug), it means that we are again losing TOC little by little.

As this page was created today, it is independant from the old section editing problem.

Priority: this is a 'P0'.
