Why are you doing this? These changes are somewhat disruptive, so we need a good justification.

The main motivation is bug #777560. We have been waiting a while to have SDK 16 in our build bots, otherwise I would have proposed this patch earlier in the cycle.

Without the SDK being bumped to 16, we won't have a chance to make Firefox for Android accessible on devices that run Jelly Bean, like the Nexus 7. While version 16 is accessible on Ice Cream Sandwich, once devices update to JB Firefox is completely broken for blind Android users. The changes that went into JB on the accessibility side are quite extensive, but without the SDK, there's no chance to fix the problems on our end.
