784078 - Changes to filter section

Description

steps to reproduce:
1. Load https://marketplace-dev.allizom.org/search/?q=
2. Click on the "Filter" section
3. Compare the filter section to http://people.mozilla.org/~cwiemeersch/mkt-mocks/Filter.jpg

Changes to filter section:

a) Get rid of the double border between the buttons.
b) The 'Filter by Price' options should be "All","Free" and "Paid"
c) Increase  the size of Relevancy-Rating buttons to match the other sections.

Back button and "Filter" heading should be flush with the mobile column (centered 320px).

we're probably turning off force-mobile so this won't be an issue but i'll close when that happens

Since we're targeting Android too (and the width will not necessarily be 320px), we still ought to fix this.
