We were missing a single tracker for this effort, which led to funky dependencies

This is just for builders right? Do we have one for increasing the size of the Win64 testpool? (So we can enable Win64 on more trees and unhide once a few other bits are sorted; for bug 784681)
how about adding Win64 l10n builds?
This is only for builders which take l10n builds. No, we're not going to increase the win64 testpool (currently 5 machines) but instead we're most likely going to deplete it. I think we're done re-purposing ix machines as win64 builders; correct?
