785249 - deploy new talos.zip to capture recent changes

In order to capture the changes from bug 784875 (permissions.sqlite)
and bug 784493 (--authfile data format), we need to deploy a new
talos.zip soon (ASAP, really)

:jmaher, not sure if there's anything else you want to add to this?
Otherwise, I can make a zipfile whenever.

I'd really like to add bug 784863 if https://tbpl.mozilla.org/?tree=Try&rev=1b766d5cd282 is successful . Looks green so far, but waiting for some very late pending tests :/
