With bug 748160 landed, the only way to show the downloads panel is by clicking on the indicator. The downloads panel should be shown if the indicator is visible and the "Downloads" command is triggered.

This behavior is consistent with the new design of the Downloads Panel. We'll be
testing the new design for some time, waiting also for the new Downloads view in
the Library window to be ready. Then we'll decide whether to change that again,
based on feedback and on the results observed when all the new pieces are there.

This has been done for accessibility reasons, the Downloads command sends you to an accessible UI allowing your to manage ALL OF your downloads, for various reasons the panel is not really accessible and good enough for that. It's intended as a notification, and acts as such.
As said this is the exepcted behavior.
