I am not sure that this is TE bug or not.

Step to reproduce:
 1. Open http://jsfiddle.net/Cx4jk/
 2. Try to resize pane by mouse drag Splitter(resizer)

Actual results:
  Horizontal splitter(resizer) is broken

Expected results:
  Splitter(resizer) should work properly

Production server will be updated when after side issues will be solved.
