So in multiple bugs we've recently found some DOA/DNR tegras

Attached patch pulls them from tegras.json, followup work will be done to mark as decom in slavealloc and rip out from production config

#2 we still keep these in tegras.json since they are still wired to our infra, and sec-team uses our powercycle script when needing to PDU reboot these
