No, Bug 787226 tracks *software* decoding of H.264/AAC/MP3.  This tracks using the actual device hardware to do the decoding (which typically gives better performance).
what's relationship between Bug 714408 and this bug?

Since Bug 714408 is fixed, hardware decoding have been implemented on Fennec, haven't it?
