Due to bug 695913, we need to move the Add-on Bar from the bottom into the navigation bar.

There are still some questions for UX:

1. What is the minimum width for add-on bar? (I expected none)
2. What is the maximum width for add-on bar?
3. Should we add a button in the add-on bar to "detach" it? So instead be into the navigation bar it will displayed as a independent toolbar vertically after navigation bar. Basically the status of the addon bar when we're customizing it. That's could be also added as separate bug / feature.

Here a first attempt to have the Add-on bar into navigation bar. Still issues to be handled, and it's better run with a clean profile – for example, use this builds from `cfx run` with `-b` flags it's a good idea.

Probably the bug should be renamed, or close as WONTFIX, because we're not going to move the add-on bar, we're going to add the new buttons to navbar, and deprecate Add-on Bar and widgets.
