78895 - Tooltips don't size correctly

Tooltips are displayed with the wrong size.  In particular they seem to grow to
the maximum size ever displayed and remain at that size.  

Reproducible: Always
Steps to Reproduce:
This is easiest to duplicate if you have a bookmark in your Personal Toolbar
Folder with a long URL.
1. Hover over a bookmark with a long URL until tooltip is displayed.
2. Hover over a bookmark with a short URL until tooltip is displayed.

Actual Results:  Notice that tooltip remains the same size as the long URL. 
This also applies to all other tooltips

Expected Results:  Tooltip autosizes based on the text to display

Regression
This works fine in 200010430 build.

Sometimes the first time you display a long tooltip it does not expand, but
instead truncates the text.

This was fine in 0502 build, but I also see this in today's mozilla bits 
on win2k.

There was a suggestion that the cause of bug 78725 and this may be related. Bug 
78725 apparently appeared sometime between the morning and evening builds on 
05/02.

I suggested the relation between 78725 and this one.
One simple indication was that the bugs appeared at the same time.
Another indication is that sometimes the "bottom" of tooltips now vanish - the
outline missing there. But after bringing up a context menu and then mousing
over the button with missing tooltip bottom again, the bottom line is again back.

Almost positive this is caused by what I found in bug 78725.  Won't dupe yet,
but will mark dependent on that.

Build 2001050520 Windows 2000.
My observation is that tooltips display at the size of the first tooltip 
displayed. If this is the short then others may be cropped. Cropping occurs for 
complete words.
