Since there seems to be no traction in bug 756594, we can add per-locale tinderbox reporting to mozharness l10n. 1) Generic tinderbox mail support 2) Email the entire log, for all locales in that specific chunk, to each locale tree. These will be red or green depending on the status of that locale. 3) Bonus points: create and send locale-specific logs, even if we repacked multiple locales in the same script run. This will lengthen the amount of time it'll take to retire tinderbox, but it'll get us per-locale status sooner than otherwise. We can wontfix this bug if bug 756594 is fixed first.

This has been on my "tackle soon" list for a while now, but I'm not actively working on it.
