Not sure about the cause but the split resources work seems to have triggered this. Locally I can't reproduce. We have a related random-orange bug on this @ bug 664923.

Looks like this might be packager or path issue. The addon that the test retrieves is 972ce4c6-7e08-4474-a285-3208198ce6fd, which is the default theme. The test theme for the specific test loads fine.

The default theme needs to be in browser, and we can ditch the dist/bin install.
