79109 - Return on URL bar is broken for new profiles

Steps to reproduce
1. Start with a new profile or a converted 4.x profile that has no history
2. Type a URL into the URL bar and press return

Expected result
Loads new URL specified

Actual result
Reloads current URL

Happens in both classic and modern themes.

Also happens with Win32 BuildID 2001050608

No error messages pop up, are there any flags or should run it with to get more
info?

Only seems to start happening when you have switched themes from classic to
modern, and then won't work after until you restart mozilla. If you are using
modern as default then you have to switch to classic and then back to modern
before return on the URL bar stops working.

The URL bar and search button appear too far down the toolbar in modern when you
switch themes but I'm not sure if this is related or whether another bug is
logged on that already (I've searched for one but couldn't find one).

Tested on win32 build id 2001051920 and this bug still happens. You have to
switch from classic to modern and then try typing in a URL into the URL bar and
all it does is reload the current page instead of going to the new URL.

Try as I may, I can't reproduce this (with a 5/22 build).

I create a new profile, and Navigator launches.  It goes to
http://www.mozilla.org/mozorg.html by default.  I then type in another URL, and
that pages loads correctly.

Can anybody else confirm this?

1. Start mozilla
2. if not in classic theme, switch to classic
3. switch from classic to modern
4. Type in URL

Loads new URL
