We're currently preloading new tab pages five seconds after delayedStartup has finished. There's no real alternative at the moment but we should be more intelligent here. There's a good chance we can start preloading earlier in most cases but we should of course do it later in those cases the browser takes longer to start up.

Is this "extra time" a configurable value? (asking for bug 1411347, et al)
