Swahili is not a locale we support on mozilla.org, activating a locale means that we activate all the backend code for downloads in Swahili and AFAIK, we don't have Swahili builds for Firefox yet. I am going to set blockers accordingly and I will talk with Milos who works on getting our new locales out of beta status.
