79959 - Dragging bookmarks to the Bookmark button on the personal toolbar does not add the bookmark

Windows 2000 / Mozilla build 2001050915 (and seen on earlier versions)

Steps to reproduce:
- Start Mozilla
- go to a website (www.mozilla.org or www.microsoft.com for example)
- Click on the bookmark icon in the URL bar and drag it to Bookmarks button 
onthe personal toolbar 

Expected result:
Dropped Bookmark is added to the bookmarks.

Actual result:
Nothing happens. As the Bookmarks button indicates it it a dropzone for a 
bookmark it should accept the bookmark and take some action with it.

It is not enabled by default
Go to : Preferences -> Debug
and check "Personnal Toolbar Drag and Drop"
