I'm guessing that this is panning of the tab/tile strip?

UX designs call for a fade effect at the edges of the tab strip, and layout that makes a partial tab visible at the edge if there is overflow.

I don't think we can guarantee this while the tab strip is scrolled to either end.
This is not just theming, because this kind of scrolling probably requires a change to the scrollbox binding.
See bug 579728 and bug 632156 for our unfinished Firefox desktop efforts for the overflow partial tab and the fade effect, respectively.
