Tested using latest Nightly for iteration #13 and following the steps provided in the story.
Status: RESOLVED → VERIFIED
Went through the following "Story" for iteration #16 without issues. Used the following build:
- http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/2013-10-22-03-02-02-mozilla-central/

- Went through the original story that has been attached in comment #0 without any issues
- Opened 20 different tabs and ensured that the scrolling was smooth going both ways
- Swiping the tabs to one side and ensured that it scrolled all the way to the end by itself without any issues (did this using both sides)
- Ensured that you can tap on the web page while the tabs are scrolling & the "Tab App Bar" is dismissed correctly without any issues
- Ensured that you can dismiss the "Tab App Bar" while its scrolling through tabs by swiping it back up
- Ensured that all of the above test cases worked in both full & filled views
