I think all animation polish should be put on hold until OMTC lands in full. While good animation will (hopefully) only get better, we could waste time polishing on something that turns out to already be good enough, or needs tweaking again later. Should be blocked by bug 849261? 
That said, it may be reasonable to put in place animation that works in practice in html/content and assume/hope perf comes up to par later

This is a useful bug. Presumably we have work to do to make our Tab bar fast and fluid.  We can certainly add "remove live previews from tab thumbnails" to this.

After the patch from Bug 831440 the animations are only janky for me when there is a page loading. Like when you open a link on a new tab. With OMTC in already, I'm not sure if there's much we can do here without a profiler.

This is on our preview list. We need to decide exactly what we want to do here promptly, or cut this bug.

With bug 831440 fixed, I don't think there is any perf work left here. I'll resolve it for now.
