Tab menu mockup
To maximize usable space in the tab tray, let's roll our tab controls into a menu. A mockup is attached.
While at a glance it may look like we are moving key items from the header one level down into a menu (New tab, Synced tabs), note that we will also be providing ways to access these controls without even having to open the tab tray at all. See bug 806927 and bug 806932.
