'Close other tabs" brings up confirmation dialog, even if 'warn when closing multiple tabs' is unchecked.

Steps to reproduce:

1. un-check 'warn, when closing multiple tabs' in tabs configuration 
2. open three tabs
3. right-click one of them, select 'close other tabs'


Actual results:

confirmation dialog 'do you want to close 2 tabs?' pops up.


Expected results:

the tabs should have closed without asking
See bug 772319. This has been fixed (kind of) in Firefox 17.
