So when trying to think of what may have changed in Bug 808437 it dawned on me that we no longer write out an watcher.ini after a reimage to the devices.

This does not seem to actually account for all the issues I see with those tegras though, but we might as well fix this prior to us having better answers/new refimage to use, etc.

This is staging in foopy05 right now

I recall making a much more consolidated version of this function while attempting to get it to work on the panda boards.  I believe we can eventually work towards a more optimized version here with less I/O on the system and a better solution.  For now, lets get back to parity...good find.
