pymake is enabled for Firefox 18+, so we'll need to enable pymake for ESR 24.
Shouldn't this bug title be "enable pymake for esr 24", then?

release l10n is being handled in bug 902293. Is there anything else to do ?

Don't you also need lines in the esr17 configs to disable l10n pymake ?
