Open Location 'new page in composer' from browser does not work

If I bring up the Open Location dialog in browser, and try to open a local file
in a new composer window,
i) On mac, nothing happens
ii) On Windows, we activate Windows Explorer (?)

Hmm, using 0.9 build 2001050515 on W98SE, nothing happened.

No. This is no longer my bug, I think it's an xpcdom regression. I'll reassign
as appropriate when I get more info.

There's already a bug on this -- it's the security code in "editPage" in
utilityOverlay.js.
