When the mouse pointer is hovered over the scrollbar to the right of a textarea,
the pointer is displayed as a text pointer (the capital I) rather than an arrow.
 This only applies to the elevator area of the scrollbar - the arrows at top and
bottom work fine.



Reproducible: Always
Steps to Reproduce:
1)Run Mozilla and go to to a page containing TEXTAREA fields (e.g.
http://www.mozilla.org/quality/help/bugzilla-helper.html).
2) Type enough text into one of these fields to bring up scrollbars on its right.
3) Hover the mouse over the elevator area of the scrollbar and look at the pointer.

Actual Results:  The standard text pointer was displayed (I).

Expected Results:  The arrow pointer should have been displayed.
