Steps to reproduce:

1) Print preview of https://wiki.mozilla.org/Gecko:Mouse_Wheel_Scrolling#Preferences_for_customizing_delta_values_and_default_action
2) Move mouse cursor over preview window and place it along the right edge of document being previewed.

Actual results:

A mail tooltip appeared.

Mail window was closed. Tooltip even appeared over another window placed on top of prin preview window. See attached image.

Expected results:

Mail tooltip, nor any tooltip, should have appeared.
Correction.

Expected results:

Mail tooltip, nor any tooltip, should NOT have appeared.
Attached image Screenshot.
In 2.17 all I could generate was a small rectangular box.
In 2.16* I got a 'View the content of the attachment' tooltip.

*The next time I tried in 2.16, all I got was a small rectangular box.

Error Console (from 2.16) shows:
> Error: TypeError: tipElement is null
> Source File: chrome://communicator/content/utilityOverlay.js
> Line: 1635

This looks like a tooltip bug.

The mouse move that triggers the tooltip has the document as its target.

Unfortunately most of the tooltip code assumes it's an element and gets confused.

The tooltip even appears in the wrong place, which I assume is a side-effect.
Mozilla/5.0 (X11; Linux x86_64; rv:20.0) Gecko/20121129 Firefox/20.0 SeaMonkey/2.17a1 ID:20121129092632 c-c:efd79c122d2f m-c:85471409cbfb

I see the same symptom on Linux. OS => All.
OS: Windows 7 → All
P.S. I see the problem by moving the mouse to the border of the "paper sheet". Moving the mouse away then back does not repeat it, but it does if I have switched Portrait <=> Landscape in the meantime. Scrolling by mouse behaves weirdly: the top margin (for vertical scrolling) or the left one (for horizontal scrolling) moves in one direction and the printed text in the opposite one. Maybe this "scrolling weirdness" is a different bug?
Neil thinks this is a tooltip bug so moving to Core:XUL
