Wi-Fi hotspot (Open) cannot be turned on with empty password
1. With Wi-Fi hotspot turned off, choose the Open security type and delete existing password. 2. Enable Wi-Fi hotspot Actual Result: Wi-Fi hotspot cannot be enabled, the slider moves back to the Off position.

Did you have a data connection established at the time? If not, this is bug 815924.
QA can you help to check if this is a duplicate?
In my test, Data connection was enabled and Wi-Fi was disabled.

Evelyn and I have concluded that this is a back-end Gecko issue. We do nothing special on Gaia here. Settings app do nothing special here besides mutate the values in Settings database. Chunk, ping Evelyn if she is wrong :)

Don't check the validation of password when security type of wifi hotspot is set to "open"

I verified the fix works for me, thanks.
I think we need to grey-out/hide password field when security level sets to open. Arthur, could you please file a issue and link the number here? Thanks.

Is there a m-c changeset URL? Can this be closed now?
NB: marking RESO FIXED when these bugs hit beta because it's getting hard for b2g folks to track remaining work for upcoming milestones.
