1. With Wi-Fi hotspot turned off, choose the Open security type and delete existing password.
2. Enable Wi-Fi hotspot

Actual Result:  Wi-Fi hotspot cannot be enabled, the slider moves back to the Off position.

Did you have a data connection established at the time?  If not, this is bug 815924.
QA can you help to check if this is a duplicate?

In my test, Data connection was enabled and Wi-Fi was disabled.

Evelyn and I have concluded that this is a back-end Gecko issue. We do nothing special on Gaia here. Settings app do nothing special here besides mutate the values in Settings database.

I think we need to grey-out/hide password field when security level sets to open.
