Steps to reproduce:
Create a path using svg, apply the css rule "vector-effect: non-scaling-stroke;" to it.
Actual results:
The stroke is separated from the shape and drawn in another place altogether.
Expected results:
The stroke should be in the same place as the original shape/path.

At it's core this seems to be the same problem as bug 814952. It is fixed by the patch there.
