82013 - Classic: Mail Search/Filters have AND/OR switching problem

Using may21 commercial trunk build

Both the Search Messages and Filter Rules dialogs have display problems in
classic skin when switching the AND/OR radio button selection.

1.  From mail window in classic skin, Search|Search Mail/News Messages.
2.  Toggle the selection of AND/OR radio buttons for the criteria section --
"match ALL..." or "match at lease ONE..."    Note immediately the buttons are
distorted, horizontal line shifts.
3.  Now use More/Fewer buttons to add criteria lines and watch the AND/OR area.
Note it will get an appearance of being underlined, looks like cruft from the
line shifting placement.
