"As a user, when in coverage of a known open WiFi network which uses a captive portal for login authentication, I want to be presented with a notification which provides me with the ability to launch a login user interface to enter my credentials/payment to gain network access."

Backend is ready, however, we doesn't have a public website yet (see Bug 842953). You'll need to manually config the handset to use an internal test site, with following steps:
1. adb pull /data/b2g/mozilla/{some-random-string}/prefs.js
2. append following two lines and push back this file back to handset
user_pref("captivedetect.canonicalURL", "http://people.mozilla.org/~schien/test.txt");
user_pref("captivedetect.canonicalContent", "true\n");
3. reboot the phone.
