+++ This bug was initially created as a clone of Bug #814404 +++
Bug 814404 hid this menu for non-browser windows due to some bugs with the menu. This bug is to fix those remaining bugs so that the menu can be shown again.
Occurs starting with Firefox 17 up to Nightly. only occurs on Mac OS.
STR:
1. Start Firefox with clean profile.
2. Open the Download manager (or any other non-browser window)
3. While focus is set to the window opened in step 2, select Tools menu
Actual result: missing menu item for Social API sidebar option.

I dont think this is a problem, lots of menu's are not present in special windows.
