Steps to reproduce:

1. the phone turn on flight mode;
2. click on turn on the radio;

I think this is not a bug, since after turn on the airplane mode, user can still turn on the Wi-Fi manually

Hi, 

I think, when flight mode is on, all radio interfaces (including FM radio) should be disabled. However, after that, users are able to manually switch on some of them (such as the WiFi), but not the mobile network. 

I think that's a cert requirement, adding dependency.

Email from mvines confirms David's comment that the important part is turning off the FM if it is playing when entering airplane mode. This was fixed in bug 814918. It's ok for the user to restart the FM radio again while they are still in airplane mode.

Duping this bug.

This case is imcomplete similar to the case 814918.
the bug of 814918 is that FM play first, then turn on airplane. 
The steps of this case:
1.Turn on Airplane;
2.Go to FM radio APP, turn on FM.
After these steps, FM raido should not be turnd on.  And it also should give user the hit of unable to use because airplane mode is turned on.
But now after turn on airplane, it can still turn on FM.
