make it so .eml files (rfc/822) load in the stand alone message window

currently they load in the browser.  (OE loads them in their stand alone 
message window.)

also, we could register our app to handle .eml files (or mime type rfc/822?)

having them load in a stand alone msg window would allow the user to do certain 
things that make sense for a mail message, like reply.

probably a non-trivial task.  not a stop ship bug or anything.  I'll future it 
now to save mscott the trouble.
