823232 - [Clock] Unable to scroll the clock ticker when editing an existing alarm

when editing an existing alarm, you cannot control the clock scroller.  instead, the entire screen shifts when trying to pan.

This works fine when adding a new alarm, just not editing one.   Flagging bb? because users need to be able to edit their alarm clock.

Repro:
1) install 20121218070200 nightly unagi build
2) launch Clock, and create and save a new alarm
3) Now edit that alarm you created
4) try to scroll the clock scroller to change the hour::minute time.  
5) Verify the whole page pans, instead of scrolling the hour::minute scroller.

Expected:
- edit an alarm, can change the time scroller

Actual:
- unable to scroll and change the alarm time.

Hey tchung, I can't seem to repro what you see.  Can you try again in the latest build 20121219?

This is exactly a duplicate issue of Bug 821583. Also, the regression causing this issue has been backed out (Bug 814252), so I guess that's why Naoki cannot reproduce this issue.
