we need to get panda boards running tests on other branches, the 66 we have up and running are acceptable for stability and producing useful results.

Please decide, coordinating with releng, which 198, and lock them out in mozpool first.

This part is now done, I updated the comment and forced |locked_out| state

We think that we have a fix for this, and jmaher is testing out the fix in 819545 now.  If this does fix the issue, the there's no need to reimage all of these pandas.  I'd like to put a hold on this for now so we don't create a lot of extra churn/work (having to reimage all these twice as opposed to never).
