Trek: Please open a cmd window (start/run:cmd) and enter the command dir %USERPROFILE%\Favorites This should list the IE favorites. Is it possible that the not imported Favorites have an Uppercase extension ? e.g. favorite.url vs favorite.URL
Matthias: I am off-site and do not have access to the machine in which this was reproduced on. I am unsure when I will have access, and cannot get you the requested information. I will try and reproduce on another windows system at my earliest convenience, its a pretty busy time at work right now. If there's an "INCOMPLETE" or "NEEDS INFORMATION" status, you may want to mark this bug as such until I can get more information to you.
Nikolay Sonin, can you answer that question from comment #3 ? I'm pretty sure that this is the underlying issue but want to be sure before closing this report.

May you give us examples of some of these folders? maybe their names are "special" in some way.
