Steps:
1. Mute the sound
2. Start dialing numbers in the dialer app
Expected:
No sound should be heard.
Actual:
The sound plays at what appears to be a default volume level.
Additional Notes:
I'm arguing to block here as this is well...wrong? For those of us who actually try to be nice and not make noise in a public place with a phone, this will guarantee the phone will always make noise. And that's just annoying.
