STR:
 1. Load http://support.mozilla.org/en-US/products/firefox/get-started
    (or visit http://support.mozilla.org and tap "firefox" and then
     tap the top entry, for "Learn the Basics: get started")
 2. Repeatedly try to scroll the page by tapping & dragging.

ACTUAL RESULTS:
 - My first tap & drag is ignored
 - My second tab succeeds in scrolling
 - My third tap & drag is ignored
 - My fourth tap & drag succeeds in scrolling
 (etc)

Note that prior to bug 823619 landing, this didn't work at all. (as reported in bug 828521).  Now it only works every-other-tap.

Also, just for the heck of it, I tried saving the site as a homescreen app to see if that had any effect. It didn't -- same issue w/ a homescreen app version of the site.
I reported this last night (still happens with the update that just went out this afternoon) and was told it was the same as bug 828367
