STR: open a tab to a web page open a new blank tab on the tab bar click between the two thumbnails on the tab bar result: the inactive tab thumbnail isn't rendered
I'm seeing something slightly different: when the Start UI is visible (e.g. the selected tab is displaying about:start), all thumbnails are blank.

Probably a regression from bug 828096 which collapses the <browser> when the start UI is visible.
