We totally need to always show this button. I admit that I panicked. How to replicate: 1. Click "List all tabs" 2. "Tab groups" 3. Double tap in empty space to create new tab group Result: 1. "List all tabs" is gone 2. PANIC!! As user now has no idea how to get back to the main tab group. Unless (s)he somehow remembered it was ctrl+shift+E Expected: 1. Always show the button
Can reproduce, though I do not share the concern. The tab-groups button is right next to where the "List all tabs"-button would otherwise be.

It could in that case be because I started using nightly when tab groups weren't introduced that I am missing the button. I will create a bug for that purpose instead.
