Just under the: Program Folder: Mozilla the Download Type should be added like: Download Type: HTTP
It can't go there because if there's nothing to download (as in the case of the full installer), it would still show up. Not good.

My comment is actually a proposition: could you please change the order (1) FTP, (2) HTTP? If you don't touch the "Proxy settings" button, it tries to download implicitly via FTP. If you want to download via HTTP, you must explicitly change it. This is NOT smart, as many companies (like ours) has security policy much more liberal to HTTP operations than to FTP (due the problematic "active mode FTP"). It is annoying (especially if you want to download nightly builds) to always... forget that you have to change to HTTP, then watch for a minute how you can't download anything, then go Back, change the option and go ahead. Thank you in advance!

Seamonkey and Firefox are using a new NSIS based installer. resolving this old bug, please reopen if you still get this with the new installer
