timezones on bugmail are the changer's timezone, not the recipient's.
for example, my timezone is set to PDT, however when i receive bugmail for a change that dkl made (who has his set to EST), i get:
> Comment # 14 on Bug 832031 from David Lawrence [:dkl] at 2013-01-27 23:04:17 EST
this impacts html bugmail only (plaintext part/bugmail uses the correct timezone).
