This bug is filed based on the discussion of bug 83400:
> the only glitch i saw was that you could not add an item in as the last item
> (it would place itself next to last when you dropped it)

I could not have d&d'ed a link from URL Bar to the Personal Toolbar as the
last item _if_ I had really believed what the little black vertical bar had
told me.

When I place the pointer to the right side of the last item on the
Personal Toolbar, a vertical bar will appear, showing me where my new link
will fall into.  However, it's not true.  You will end up with having
the new link on the _left_ of the existing last item.

Workaround: D&d your new link even further to the right side of the
existing last item so that the vertical black bar disappear.
