Several pages I've viewed today didn't show the background image after scrolling.

Steps to reproduce:
1) Display an HTML page longer than the screen size with a background image.
2) Scroll the page.

Expected:
- Image repeats over the newly displayed section of the page.

Actual:
- 18.0.1 as expected.
- Nightly 21.0a1 3 February 2013: The newly displayed area does not have the background.
